"Safe harbor" is dealt with poorly. The point is that the SCOTUS is deferring to the legislature's determination to end all contests by the selected date, the 12th. Thus, it is preserving the legislature's rights under Article II of the Constitution.

As for the Nicaragua analogy, if the result were legally sound, it would stand, especially if the other party had foregone contests in other parts of the country.......
