The numbers did change. There were over 1,040,000 absentees counted, according to a page once available on that website. I read a discussion of the absentees (elsewhere) that indicated that the numbers tracked the statewide result, adding to Gore's majority but not changing the percentages.

Most of those absentee ballots were turned in on election day. Absentees turned in earlier are counted first while the registrar is waiting for the regular ballots to arrive on election night. Those ballots generally heavily favor Republican candidates.
