I think that easing bias is essential. That would send a strong enough message. Neutral shift might be construed as a Fed which is behind the curve leading to a massive selloff.

Michael,

A cut by fed say 25bp tomorrow would cause a spike in consumer spending ??? This is not a car this is an economy. Rate cuts take several months working their way in to the economy. I too think a rate cut is unlikely and a bias towards easing is the likely outcome, but I wouldnt completely rule out a 25bp cut tomorrow.
