IMO, this is the result of rate caps during regulation rather than NIMBY mentality.
The poorly planned deregulation was an attempt to rapidly start plant construction.
IMO, you can't deregulated one city or one state at a time.

It makes many smug and comfortable to view this as a California problem.
It is not. Next stop will be the Southeast.

SRE, a power seller, has just announced plans for two power plants.
Power sellers can own production. I took a small position in SRE this summer.
