The poorly planned deregulation was an attempt to rapidly start plant construction. IMO, you can't deregulated one city or one state at a time. It makes many smug and comfortable to view this as a California problem. It is not. Next stop will be the Southeast. SRE, a power seller, has just announced plans for two power plants. Power sellers can own production. I took a small position in SRE this summer.
