Do you know who hand counts the electoral votes, to make it an official count?

Wonder what intent, this person will discover for the blank vote from D.C.?

Is the intent of the Florida Electors really that clear?

You may laugh or you may cry when you learn exactly who it is, that counts the votes and so indeed may the counter. <g>
