Greenspan is conservative and I posted that last Friday that I would be surprised if we had a rate cut but that he would change bias. I am not sure who started the rate cut rumor but they probably wanted to rally the market to get out of some positions. If there wasn't the rumor of a rate cut, this bias change of 2 steps would be big news. This is actually good news for the markets and in the next couple of days, this will be evident.

No, Kev there is a change in bias, from tightening to lowering. Therefore he got as close to lowering rates as possible by passing up the neutral bias, and adopting a lowering one.
