Mainly due to the fact that a rate cut would of sparked a rally, which would have hurt investors even more in the long run. Greenspan is still attempting to give the market a soft landing. IMO, he's much more worried about the DOW then the Naz anyway.

They do not want to appear panicy or erratic. The bond market would have lost confidence. Besides, Regis called for a rate cut.
