Thanks for setting the record straight -- I've been thinking that Greenspan is trying to tell Bush what to do. But my question was more SDLI-specific. It took a bigger dive than its peers.

Hardly. There are a lot of us who feel it's once again, with Greenspan, a case of too little too late. If "pre-emptive strikes" were used for inflation, they should be also used for heading off recession. It cuts both ways. Greenspan's last punitive hike went too far - and Bush is far from alone in that analysis. It's deja vu all over again.
