The amount spent on ballistic missile defense will be a very small percentage of the entire budget. Also I don't think it is useless.

Ten billion here, ten billion there, pretty soon you are talking about real money.

It isn't useless. It will provide lots of work for engineers who could have been actually doing something productive otherwise.
