The point is that the national undervotes that really were voted are highly likely to divide in the same percentage as the national "regular" votes (just as the Broward undervotes that really were voted were likely to divide in the same percentage as the Broward "regular" votes -- which, in fact, they did). Since the national rate was 48.5% for Gore, and 48.1% for Bush, it is statistically likely (to a far more accurate degree than any poll, since the "sample" is so huge) that the undervotes would have broken the same way.
