Mexico To Repay Money in Bank Scam

MEXICO CITY (AP) - Mexico's congress has approved a repayment plan that could return money to small depositors who saw their savings swept away in the failure of dozens of savings and loans and credit unions.

Reflecting widespread sympathy for the roughly 200,000 retirees, small business owners and workers who lost their savings, congress overwhelmingly approved the plan Tuesday. It would still have to be approved by President Vicente Fox. Fox has expressed support for some kind of repayment to cover the losses caused by mismanagement and fraud by the privately-run, poorly-regulated credit unions in 1998 and 1999.

The congressional plan would offer 70 percent repayment on deposits of $20,000 or less. That would cover 97.5 percent of the depositors who were affected. The 2.5 percent who had larger deposits would have to go to court to recover their money.

Congress voted to set aside $190 million for the plan, with additional funding to come from state governments and money recovered from the former managers of the savings and loans. There was no immediate estimate of the total cost of the program.
