the state because of environmental laws or values has not built one new power plant.

CA has some unique problems because of all the earthquake fault lines. We really do need to exploit alternative energy methods out here, simply for the public safety of that large population.

I wonder what other states with rising populations have done to address energy crunches.

reCa population has doubled and not one new power plant
Not one new power plant?
Power plants have been CLOSED.
Thanks to the whacko environmentalists for this who care more about some bird's nest or rat than people.
And idiot govt officials that listen to that crap.
I'd say worse but I am too polite.
