I guess I agree with you but can't get passed the fact that nobody is being denied anything because they had the opportunity to go back and ask for another ballot. Everything was equal, nobody was above another. The second you start a handcount you begin to favor one kind of error over another. Let's find voter intent one one group of stupid people (undervotes) but ignore another stupid group (overvotes). I think human frailty will always be there no matter what you do.
