My point is that the US congress represents US workers, not foreign workers. If the US workers are not happy, the congress will hear about it. If 100 americans interview at Microsoft and 99 are not hired, the pressure starts to build towards countering Microsoft's claims concerning shortages of workers.

It seems to me Microsoft has even MORE incentive to get the cheap foreign workers now, with stock options being worth less, and them less able to capitalize on temps.

Just go to the next Microsoft picnic and you will see what I mean. I would like to see Microsoft's "percent hired" of foreign workers interviewed. Is that statistic public?
