FWIW, I think I heard Bush say on TV a few days ago that he's in favor of increasing H1-B's. So you may be on the losing side of that issue.

Microsoft is trying to hire the best -- hence the shortages. I know many VERY highly paid people at Microsoft who came here on H1Bs.
Cutbacks -- They don't need to hire a zillion of the very best -- just a few thousand. In fact, a few thousand less than what they estimated.
