It already has. We just won't see it until next year.
The surplus is evaporating as we speak.
As I've stated before. I'm for throwing all the targeted tax breaks back in the pot and starting over, implementing a simplified tax code. More like a flat tax. Screams of tax hike would result. Somewhere along the line we need to make tough choices. One should be to pay down the debt.
We also need to cut a lot of fat out of the government. Again, it won't be popular. Instead politicians garner votes by promising new programs and more give aways.
Marx said that democracy is doomed when people figure out they can vote themselves all the money.

I don't expect people to accept all this until the pain is unbearable.
