Ted it is more then merely linguistics. We can counter a missile launch by blowing up the country that launches the missiles but we have no direct defense.

in the missile warfare context, we have little to no ability to repel...we can only counter...there is a very big difference. We may not be able to develop a system that will protect us from all possible threats but can certainly build a shield that can work at some level.

During Desert Storm, when a Patriot missile failed to intercept a single Scud in Saudi Arabia, we lost 28 military men and women. At the time it was said that Scuds had the capability of carrying nuclear and chemical warheads. That same Patriot system brought down a number of Iraqi missiles in the skies over Israel.
