You just don't know but I'd say the odds of terrorist attacks vis a vie transporting a device via sea or land into the USA are much better than missile attack.

Kind of a broad statement.
Might take some more money but the term "shoring up" is more what I'd like to see.

As far as the ballistic missile defense spending less then a quarter of a percent of our GDP to make sure that the Chinese or North Koreans can't incinerate the San Francisco bay area, or turn LA into a large fireball it not imo ludicrous. If it helps, look at it as protecting the environment of California.

More generally if we are going to have our current level of military involvement throughout the world we do need to spend some more money. It could be argued that we should instead cut back on our overseas deployments and commitments. Would you support such a move?

Not really. While I agree with you that being concerned over a ballistic attack is really sort of silly, smuggled in satchel nukes and biological and chemical weapons seems to be a bigger concern, it is fine with me for them to do the research and prototyping of missile defenses. Think about it, big lasers, techniques for tracking multiple objects, sensors and so on have lots of other uses...

Now anything beyond a small deployment needs to be talked over.
