Haim is correct IMO. However I feel that the frequent campaign theme of diminishing are dependence on foreign oil has a tenuous argument. Geopolitical strength comes from the ability to negotiate not just from a position of leverage but also from a position of mutual respect and need. The US could potentially over power most of the world, but at what cost? We must be mindful that the price of oil is not just our concern, and that shared interests are the most likely to come to fruition at the bargaining table.

Therefore, lowering energy costs at home, by making are energy needs more efficient is the optimal way of dealing with the current crisis. The primary issue is how swiftly can the current kingpins of energy move to alternative fuels and efficiency without relinquishing the dominance to competitors or adverse market conditions (eg regulation of $/kilowat hr) ? Are these companies are loath to change ?
