Calling in callable bonds does not hurt any government's reputation. In fact, it generally is viewed as a sign of fiscal responsibility and restraint and strength. Quite often, it results in that country's national credit rating being improved which strengthens it currency and economic prospects.

Most of the issues that the US Government would call in, would be the older notes.

Don't overlook, though, the fact that in recent years, not only have there been some calls.....there have been some cuts in the amounts needed for Treasury funding. This has the twofold benefit of not having interest payments and not having the issuing expenses either.
