When Gore referred to a "lockbox", I believe he was referring to Congress implementing a system whereby current receipts of Social Security revenues would not be used to pay anything other than Social Security expenses. Putting those funds into a "lockbox" so to speak.

This is what we require all major corporations to do with their pension funds, but don't do it ourselves as a government.

Budget surpluses generally means that the Government takes in more revenue than it spends.

I think if Congress specifically set aside the current Social Security revenues, we would find that the general budget has no surpluses....but if it did, the best tax break we could give to our citizens would be to pay down the debt, as that would continue to have the effect of driving down interest rates on everything from credit cards to mortgages, and those savings would put far more money in our pockets than some measly chump change we'll end up with from any tax cut.
