The cost really shouldn't be prohibitive. Once nano tech has overtaken Nature and perfected the transmutative aspects of turning energy into anything, a ship could then be placed in the appropriate orbit, and the windings would simply be streamed out the rear--much like a trillion trillion spiders doing a web bee. I don't think the money is a major issue. A larger concern (in my humble opinion) is the time required to complete an appropriate number of windings. There is a limit to the speed with which these windings may be laid down. There are forces to be dealt with...OBVIOUSLY--and there must be an initial anchor--preferably a black hole.
