It's oil.

And Bush is going to come on strong while the "energy gods" are with him, starting apparently with a major energy summit early next spring to develop and coordinate policies that will reduce US short and long term energy dependence.

After people get a load of how drastically their gas and electric bills have increased this winter, they won't be hard to convince either.

Btw, oil imports amount to some $11 Billion per month as of June,2000 figures.
