Kind of ironic that, as a result of "deregulation" the companies are prohibited from rate hikes, i.e. charging free-market rates, with the result that they may go under without governmental interference/assistance/handouts. Which one of Orwell's disciples wrote that into the terms of the "deregulation" agreement?

Go long the bonds and short a beta equivelent of stock. The man is correct, those bureaucrats NEED regulators, they cannot fend for themselves in the competitive world. Go long heavy engineering Cos. like Flour who clearly have some work to do..
