how a rate cut can assure the debt being repaid ?

they want government to intervene so the utilities can raise rate. government already intervene to make sure neighboring states continue to sell power to CA.

what CA needs is new power plant which they build none in last 10 years while population increases 4 million. Because of deregulation, they thought they can always buy power from others, cheaper than investing in new plants. Well that was when oil still very cheap, and natural gas even cheaper.
