Ish, Your experience exposes a poorly understood attribute of Affirmative Action. There's a difference between the number of people in Affirmative Action classes of the general population and the number of applicants in those same classes. That's a problem. Until it is solved the workforce will not reflect the population. Affirmative Action attempts to do it from the demand side. There has to be an effort on the supply side as well. It won't happen the way Jesse Jackson and his like want. It will happen eventually, but only by implementing the kinds of policies George W. Bush plans.

"I went in to apply for a state job. The black lady I talked to wouldn't give me an application form. First it was I needed a high school degree. I had one. Then I needed 2 years of college, went 3 years. I wasn't a veteran, showed her my honorable discharge. When she got to not a minority or a woman she had me. Ironically, all 23 that were hired with 26 openings were white males. No women or minorities applied"

Back home in PA, a local plant (heinz) was investigated by the Dept. of Labor for not having enough female and minority employees. Problem is, they simply didnt apply, or had a high turnover rate (the plant has a high turnover rate overall. The place is god awful. I managed to stick it out there a week.) If I remember correctly, they got fined.
