Somebody un the govnmt with guts, eh? That'd do it -- but there are so many projects overseen by so many different groups ... I know that you are right about some stuff being overspecified, but in the area where I worked it was much more loose -- money was poured on "blue-sky" stuff that had maybe 1 in 1000 chance of being useful at all. The catch-word was "high risk / high payoff." A lot of times this was used to fund what I call "snowball" technologies ...no friggin' way they would work ...
