DLPHC, we are pretty much in agreement.... I think the tech's are due for a bounce from extremely oversold short term. Many shorts will need to unwind or sit through an uncomfortable run. I prefer ORCL, INTC, TXN and ATML to the high PE's... I also like NT, for a high PE with earnings coming on. I think CIEN has a good bounce here, but agree that it is dicey intermediate term. I don't like the odds for 4000 this year but not out of the realm of the possible. I like reasonable PE techs more than WMT at 38 times earnings, GE at 40 times, etc.
