I believe his argument concerns the period when the GI Bill was passed (mid to late 1940's as I remember). Members of the military who joined before the bill was passed got the benefit of it. Somehow he sees this as discriminatory. I liken it to a situation when a company without a health insurance benefit adds that benefit and existing employees get it.
