Very interesting Q&A from the Nokia analyst's day at the beginning of December....

nokia.com

If you listen to the quesetions about Qualcomm, you will find that the debate has shifted. Their current position now seems to be that the original patent agreement between Nokia and Qualcomm (circa '91) applies for W-CDMA. They believe that they will be able to ship both infrastructure and handsets using this agreement.

Inferring from this....it seems like Qualcomm is trying to raise Nokia's royalty rate. I believe that the consensus is that Nokia received a reduced rate for signing early (like MOT) and it seems like they want to keep that rate. Note that at no point, does Jorma say that they wont be paying Qualcomm...only that the they believe their is no obstacle to shipping W-CDMA equipment.
