I thought that you were talking about writing options at your brokers .. I believe that there is no 1099 issued about option activities at your brokers.

True enough. I also wonder how big a problem this has been. Certainly it has been a problem for reportable officers who send a signal by selling, but I am doubtful that the rank and file was stridently holding on to falling shares en mass. I certainly hope not, for their sake...
