Your analysis, I fear, is bit too simplistic. "Opportunity" is a much more meaningful term for a kid who lives in the suburbs with two parents than it is for a kid in the inner-city whose mother is addicted to drugs. The further our inner cities fall into neglect, the higher the cost will be down the road. More government programs are not the "only answer." Obviously, as you point out, human industry must also come into play at some point. However, more government programs are a necessary first step, in many cases. I would point out much of this revitalization of urban America could be accomplished without additional burden to the middle-class taxpayer if large corporations would pay their fair share of taxes.
