i heard the opposite about MRK...but maybe i actually confuse it with another drug co, or i'm confusing what they do and what they don't have. anyway, as to why get out of the bond fund shortly before a rate cut, is because i think govt. bonds all over the show will decline in the wake of the cut. if you're betting against the dollar, it might not matter if the dollar weakens enough, but i suppose you could then switch to a different vehicle to sit out the pullback in bonds.
