I learned about it in my college public policy economics classes. I may still have a reference to them in some of the economics books I kept. Milton Friedman was also fond of trotting out DLBD in his popular economics books, like Capitalism and Freedom. I'll do some research and see if I can't find some links on the web. :)

Oops, yes its been a while. Seems I got my lessons mixed up in my head. <g>

Actually it's Gammon's Theory of Bureaucratic Displacement and the reason the NHS being a good example is because Gammon came up with it while studying the NHS.
