Also agree that he may not have definitely decided on how (or whether to even try) to handle the posting load.

However, wouldn't some kind of interim posting-suspension notice be appropriate to subscribers?

When/if he makes a 'final' decision, then update the notice accordingly.

If the posters were praising Bob instead of calling for tar and feathers, I bet a way would be found to get another phone line installed.
