At the present time, I believe that to be true. At some future point, there may be a country capable of launching an armada of missiles (I don't think Russia is capable of such an attack at the present time)

Russia's military has decayed but they are still capable of a very large ICBM launch against the US. There conventional capability has decayed more then there nuclear strike capability. China is also capable of hitting the US with ballistic missiles, but for now it has a lot less of them then Russia.
