I know this -- I was saying this tongue-in-cheek --

What a tragedy? Clearly the man was deranged and given over to evil ... not the IRS's fault at all

But all the same I'd love to see the IRS dissolved (along with the Fed, of course). I think it is not good that employers have to collect personal income taxes for the state -- I think the founding fathers would be appalled if they were alive today seeing how easily it has come to operate the way it does today. JMO

Nope. They have a quarterly filing requirement (Form 941) which is different from the deposit schedule requirement.

The deposit schedule for Trust Fund taxes (income tax withholding, SS, FICA) is determined by the amount collected and the date the payroll period ended. Only very small employers with dinky payrolls deposit on a quarterly basis.
