California has an overhang of poor regulation many years running -- prices will only drop there if there is significant building of plants, relaxation of env regs, increased interconnection, etc.

Regulation (which distorted capital investment -- i.e. the lack thereof or misguided investment) created the problems you are seeing now -- the problem is not piece-meal deregulation

I heard somewhere that Cyclicals are the last stocks to RALYY in a dying bullmarket.
