I'm very confused as to why they keep stressing that message, without seeming to expect any criticism...

I don't believe the NAACP is saying that Blacks are too stupid to vote. They are saying that many people either didn't understand the ballot or the equipment. That is not sufficient reason to disallow them the opportunity to express their"will." But obviously, if the NAACP wishes to assist people in expressing their will on election day, they have a bigger job than they thought.
