I think the PUC will roll and let them raise rates substantially and eventually the caps will be done away with ... I agree that the cap never should have been used at all.

I don't know how big a deal this is in the credit markets. the electric utility biz is a capital intensive industry, but these problems seem rather geographically confined and acute to me ...
