Well, I'm not so sure about that. If you look at the money supply figures for '99 you see a HUGE increase that the Fed promulgated under the mistaken assumption that such liquidity was needed to deal with the dreaded Y2K phenomena.

The system was awash with money and it was no surprise that a bubble in the NAZ followed. Once Y2K had passed, Greenspan then tried to fix the mess he created by raising rates more than they should have ever had to rise to.
