Real art movements have arisen when there were artists concentrated in a place, like San Francisco in the 40s and 50s, or Greenwich Village. The art happened spontaneously. I believe Alfred Steiglitz' gallery helped launch more artists than our government has. I guess it boils down to who you want deciding what artistic merit is.
