That's part of the problem -- also there was a very liberal interpretation of PURPA which forced utilities to buy power from uneconomic generators based on inflated "avoided costs" (forestalling the additions of generating capacity) -- regulators made this mess. The IOUs just do what they can to get their $$s ... Even if environmental hurdles are lowered it will take some time to add the plants necessary to alleviate the shortfall ...
