That's part of the problem -- also there was a very liberal interpretation of PURPA which forced utilities to buy power from uneconomic generators based on inflated "avoided costs" (forestalling the additions of generating capacity) -- regulators made this mess. The IOUs just do what they can to get their $$s ...

Even if environmental hurdles are lowered it will take some time to add the plants necessary to alleviate the shortfall ...

CB, and that would be the very same people that want to remove the hydro dams on the Columbia and Snake Rivers. And that would the hydro dams that kept their expresso makers frothing the last couple of weeks.

thanks for all the background info...and i bet you're right that the whiners are the same people that blocked the attempts to build more generation capacity. that's how people are...always want to have it both ways.
