Hi Jim,

Each proposed IEEE 802 standard has an accompanying justification document, known as the Five Criterion - Broad Market Potential, Distinct Identity, in keeping with 802 Architecture, Technical Feasibility and Economic Feasibility.

This is the only place in the IEEE 802 scheme that discussion of social benefit appears, as there is no Market Requirements Document stage.

You can look at the trajectory of Ethernet/802.3 compared with ATM to compare and contrast unmanaged and managed standards development. Volunteers vs paid editors, Diffserv vs Intserv, distributed control vs centralized control, deregulated vs protected services, DCF vs PCF ;-)

ETSI BRAN is the product of a European regulatory environment, and IEEE 802 reflects less socialistic concerns.

When has an idea's time come? Software Defined Radios will evolve to fill the apparently 'seamless radio network' need at the radio level. 'Worldwide Managed Wireless' is a goal, just like 'End-to-End' networks.

Not the standards bodies. In the US, not the government.

ETSI is guided by humanistic concerns like European full employment? Deriving it's powers from the just consent of the standardized (or CEPT) or ITU-R?
