<PG&E's Diablo Canyon nuclear plant is expected to be an enormous money-maker once it is debt-free. The current arrangement is for future profit to be split 50-50 between the utility and ratepayers. But some consumer advocates have argued that ratepayers should receive a larger percentage of the profits if they now are retroactively billed for costs from which they believed they were protected> These are probably the same consumer advocates that fought tooth and nail against these plants during every phase of construction and licensing.
