Government funding of the arts does not translate into government approval of a specific project or artist. If that were true, then artists like Holly Hughes and Tim Miller and Andres Serrano would not receive grants.
There is no viable alternative funding for many artists, particularly those working outside the mainstream. Beyond that, anyone who has had practical experience with the arts over the past decade can tell you that private sources of money -- foundations and corporations -- are far more likely to impose content restrictions (either directly or indirectly) than public funders are.
