The FCC did not cancel the NextWave License's because they did not use them!! Rather, the fact that they did not pay for them in the time required.. Last year.. NextWave tried to actually pay the FCC the required payment to secure the spectrum.. The FCC denied the payment.. And now... Four years later.. The spectrum is still embroiled in litigation.. YEARS HAVE PASSED!! What makes you think that GLP could re-coup the GW licenses in 30 days?? PCSTEL
