The FCC cancelled Next Wave's license's because they did not pay for them in 1996 when required.. NextWave then filed Bankruptcy and claimed the spectrum assets that they won in the 1996 auction were protected under BK protection... The FCC got quite a 'Red Face' over the whole ordeal.. The FCC did not cancel the NextWave License's because they did not use them!! Rather, the fact that they did not pay for them in the time required.. Last year.. NextWave tried to actually pay the FCC the required payment to secure the spectrum.. The FCC denied the payment.. And now... Four years later.. The spectrum is still embroiled in litigation.. YEARS HAVE PASSED!! What makes you think that GLP could re-coup the GW licenses in 30 days??
