Thank you for responding as you did. This is a classic example of Republican vs. Democrat, conservative vs. liberal. What kind of "results" are you looking for out of someone who is educable mentally retarded? Leaving no one behind costs a little bit of money, doesn't it?

My point in response to James M. was that the term "special education" was broader than people "who don't speak English, the retarded and the handicapped." By the way, many handicapped people would not be considered "special education." Many would, but many wouldn't.

When Clinton took office in '92, all public schools in the country were under local control. Eight years later, still are. If you want to argue that Clinton is the chief reason that the schools in this country are failing, then you must necessarily argue that Clinton deserves all the credit for the booming economy of the past eight years. Can't have it both ways.
