"Perceived" Lack of an Energy Policy in the Clinton Administration

While I'm on my weekend soapbox, I'd like to dispel a pretty firmly rooted myth that keeps surfacing in the media and on this thread, and that is the "perceived" lack of an energy policy in the Clinton administration. Gang, this simply isn't true. Clinton has had a fairly firm energy policy throughout the last eight years. That policy can be fairly characterized as laissez faire during periods of ample supply and low prices, and interventionist during periods of constrained supply and high prices. While many of us may disagree with such a policy, or may view it as unproductive, shortsighted, or (God forbid) even inconsistent (gasp!), we have to admit that this policy has been in place throughout this entire administration.

If I'm all wet here, somebody please set me straight -- hit me over the head with a 2X4, because I just don't get it. I'm trying to see the light about this "perceived" lack of an energy policy, and I'm having great difficulty doing so.
