Also gets more complex. Requires a pretty sizeable investment. IN networks. Billing systems, et al. Omnipoint got burned real bad 3 or 4 years ago when they had mucho roaming agreements in place without sufficient roaming apparatus to back it up. GSMA has had a huge focus on roaming for years - voice first, then SMS data - (as has AWS in the UWCC group and probably BS & SBC to a lesser degree). There has traditionally been much less focus within CDG until recently. Many journalists have called this the "Achilles Heel" of CDMA.
